NCAA Football Rules Committee announces rule changes - 247Sports

The future of the 2020 college football season might be in jeopardy because of the coronavirus pandemic, but that isn’t stopping the NCAA Football Rules Committee for making some notable rule changes to the sport. And these are ones that players and fans alike both might really like.

On Tuesday, the NCAA announced multiple rule changes, starting with what happens to players ejected for targeting. Those players usually have to leave the field and go straight to the locker room for the remainder of the game, a rule that was implemented in 2013. The targeting rules have not changed but those players are now allowed to remain on the sideline for the remainder of the game. Players still are subject to a one-game suspension if they commit three targeting fouls in a season.

The change that fans might really come to enjoy comes in the form of instant replay. Officials are now being instructed to keep video reviews to less than two minutes per review. However, the NCAA states that reviews that are “exceptionally complicated or involve end-of-game issues should be completed as efficiently as possible without a stated time limit.”

That wasn’t the only change to rules involving time of play. The panel stated that now, ‘if the game clock expires at the end of a half and replay determines that there was time remaining and the clock should start on the referee’s signal after review, there must be at least three seconds remaining, when the ball should have been declared dead, to restore time to the clock.” If there are less than three seconds on the clock, the half would automatically conclude.

The final two rule changes that the NCAA announced to college football are not as directly impactful on the field, but still notable. When it comes to jersey numbers on the same team, only two players from the same team will be allowed to wear the same jersey number. The rule that the players must play different positions and not be on the field at the same time (unless there is a number change mid-game) still remains in place. Players can also wear the number “0” now, though.

“The Football Rules Committee recommended this adjustment to reduce the confusion caused by multiple players wearing the same number,” the release read. “Allowing more than two players with the same number has created confusion for the game officials and has made scouting opponents difficult.”

The NCAA has also announced it is working to limit negative interactions between teams in pregame warmups before the officials are required to be on the field. In order to enforce that, officials’ jurisdiction of the game now begins 90 minutes before kickoff, rather than 60 minutes before. It also calls for a coach to be on the field during the warmups when players are on the field, and states that players must be identified by their numbers when on the field.
